right, the &<app>(<args>) special syntax is just for sending the call right to an app.
if it does not start with an & it will just hit the dialplan with the string you specified as the destination number.

The last number would be your dialplan condition expression. Moreover, I suppose when we do something like &bridge, &java, or something similar, we can't hit any dialplan. Or am I mistaken?
